What NYC law requires of owners
Under Local Law 1 of 2004, as amended by Local Law 31 of 2020, owners of residential buildings built before 1960 (and some built between 1960 and 1978) must have every apartment tested for lead-based paint with an XRF analyzer by a certified inspector. Owners must also inspect each year for lead hazards in units where a child under six lives, and fix hazards at turnover.

Common lead paint questions
Which NYC buildings must be tested for lead paint?
Under Local Law 1 of 2004, as amended by Local Law 31 of 2020, owners of residential buildings built before 1960, and buildings built between 1960 and 1978 where the owner knows lead paint is present, must have every apartment tested with an XRF analyzer by a certified inspector. Owners who have not completed this testing should schedule it now.
How long does an XRF lead paint inspection take?
A typical apartment takes about 30 to 60 minutes. The XRF device reads the paint through the surface without scraping or creating dust, so tenants can stay home during the inspection.
How do I remove an HPD lead paint violation?
The condition has to be corrected by certified workers using lead-safe work practices, followed by clearance dust wipe testing. The owner then certifies the correction to HPD by the deadline on the violation. We handle the work, the clearance testing and the paperwork you need.
What is your HPD violation guarantee?
If an HPD lead-based paint violation is not removed because of a deficiency in our work, we return and complete the corrective work, including re-cleaning and clearance dust wipe testing, at no additional charge.
